Position Title: Specialist, Collateral Risk Policy

Job Purpose:
- To give effective support to credit & business in assessing correct value of the property coming in as security
- To frame the Collateral policy framework, processes and workflow, assist in setting up the mortgages business in India.
- To scrutinize Valuation reports by the emapnelled vendor.
- Ensuring that quality of Bank’s exposure in India is acceptable at all time.
- Provide guidance to the team on areas of Collateral policy and processes.
Key Accountabilities:
- To roll-out the Collateral framework including policies, processes, controls, etc for launching the mortgages business in India.
- To Monitoring & Maintain the new vendor Empanelment Process, Cost reduction analysis and TAT of Valuations
- To ensure compliance with State specific laws and rules rolled out by competent authorities
- In-depth knowledge of evaluation practices and policies adapted for residential and commercial properties. Strong experience in property appraisal
- To ensure property valuation done by vendors are in line with Bank policy and requirement
Job Duties and Responsibilities:
- Set up Collateral policy / processes for mortgages for respective State.
- Scrutinising & assessing the property valuations and Technical Scrutiny Reports submitted by Branch Technical Managers on daily basis for their respective locations.
- Identify shortcomings in valuation report and errors, if any in technical due diligence of the property.
- Consider obsolescence or depreciation factors while determining property market value.
- Develop a defined deviation matrix along with Technical Policies and Process notes
- Suggest necessary corrections in policies and procedures time to time as per State specific bye laws to resolve property deviations / mitigate related issues within the team as well as with the external agencies
- Manage Valuation vendor for their respective region
- Ensure meticulous compliance with Bank’s internal Collateral Management policy as well as regulatory guidelines.
- Ensure compliance with the benchmark Turnaround Time.
Experience:
6 to 10 years of experience in mortgages in Consumer Banking (preferably managing Residential and Commercial Properties).
Education/Preferred Qualifications:
Professional qualification, graduate or post graduate degree, preferably in Civil Engineering. along with sound domain knowledge of the mortgages properties and market.

Technical Competencies:
- Sound knowledge of Collateral policies & framework.
- Good knowledge of technical due diligence process & evaluation methodologies to derive property valuation.
- Sound understanding of regulatory guidelines on collateral valuation by RBI (local regulations in India), MAS and local laws and regulations that impact collateral valuation in general.
- In depth knowledge of various type of properties & risks associated with them
- Adequate local knowledge of bye-laws and rules applicable for different properties for cities in which he operates
Work Relationship:
Good working relationship with Consumer Banking Relationship team, Consumer Operations, other product teams, RBI inspectors, regulators and other external agencies.
