Role Overview:

Participates in routine audits of several disciplines at a project site, area office, transaction, or service center or in any other function or unit of the NS&E organization. When assigned as a team leader, delegates audit disciplines to other members of the team. Supervises and executes the completion of the audit activity that has been assigned.

Principal Responsibilities:

• Participates in or conducts routine audits of several disciplines at a project site, area office, transaction, or service center or in any other function or unit of the NS&E organization. Coordinates the audit activities within established time frames as assigned.
• Assigns audit responsibilities to other employees assisting in routine audits / audit activities.
• Ensures compliance with the Federal Acquisition Regulations (FAR) and supplements as they apply to the NS&E organization and the specific audit objective.
• Ensures compliance with the Cost Accounting Standards as applicable.
• Ensures compliance with the contract terms and conditions.
• Analyzes the assigned audit activity to determine the degree of compliance with controls as set forth in NS&E:
  • Directives
  • Management instructions
  • Procedures
• Executes the completion of the specific audit activity:
  • Assembling audit documentation.
  • Writing an audit report on a specific discipline(s) and participates in the preparation of the consolidated report.
  • Reviewing the implementation of audit recommendations.
  • Identifying action steps required to effect implementation of the audit recommendations for specific discipline(s) within a reasonable time.
  • Recommending to the management of Internal Auditing that a specific audit be formally closed and that appropriate actions should be taken to effect that recommendation.

Basic Qualifications:

• Related Bachelor’s degree and 9+ years of progressive, related experience. In lieu of a degree, 15+ years of progressive, related experience.

Minimum Qualifications:

• Proficiency in relevant audit disciplines such as Accounting, Procurement, etc. gained through a combination of professional work experience and/or education in auditing or related fields.
• Ability to communicate clearly and concisely both in written and oral communications.
• Demonstrated analytical skills.

Preferred Qualifications:

• Working knowledge of the Bechtel organizational elements, their functions and their interrelationships.
• Practical understanding, gained through professional work experience, of the administrative control systems used by the various organizations.
• Demonstrated working knowledge of the Federal Acquisition System, including the Federal Acquisition Regulations (FAR) and Supplements, the Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles. (GAAP)
• Demonstrated proficiency in the audit, analysis and the application of FAR and other regulations and how these regulations are enforced by sponsoring clients and their audit or oversight agencies.
