Hybrid Working
We are currently in the early stages of implementing a hybrid working environment, which means that many colleagues spend part of their working hours at home and part in the office, depending on the nature of the role they are in. We’re flexible on how this works and it may continue to change and evolve. Depending on your team, typically this means that colleagues spend a minimum of between 20% to 60% of their time in the office, which could be over a week, a month or a quarter. However, some colleagues may choose to spend more time in the office over a typical period than their role type requires. We also have a flexible working process where, subject to business needs, all colleagues globally are able to request work patterns to reflect their personal circumstances These requests will be reviewed and agreed for a period of time i.e., will have a start and end date.

Introduction:
- The role sits within the Model Strategy and Oversight Team in Treasury, Enterprise, Credit & Climate Risk. The role holder will provide oversight and challenge to the interpretation and application of UK regulatory requirements for regulatory capital and liquidity calculation. The role holder will assist in establishing an approach for the oversight and governance of these requirements working with Risk colleagues, and the execution of the same.
What will you be doing?
- Providing Second Line of Defence (2LoD) review and challenge of First Line of Defence (1LoD) interpretive proposals based on independent assessment of appropriate regulatory capital and liquidity treatment
- Delivering high quality regulatory capital and liquidity analyses and reviews by maintaining robust technical knowledge of the Capital Requirements Regulation (CRR) for both the UK and EU, obtaining a clear understanding of the business context and economic drivers, and analysing all potential conclusions/options with associated risks and justifications.
- Periodic end to end assessment of the Barclays Group capital rule application framework including alignment with key rule requirements for exposure categorisation and capital calculation, sample transaction review
- Close and effective engagement with lines of business, Risk and Finance and other key stakeholders on UK and EU regulatory capital and liquidity-related workstreams and initiatives.
- Serve as a central point of expertise and advice for Risk on UK regulatory capital and liquidity requirements for Barclays Group, including the interpretation and application of standardised RWA requirements in complex and strategic transactions.
- Oversight of horizon scanning, interpretation and implementation of emerging regulatory requirements for standardised RWA calculation.
- Promoting the significance of regulatory compliance and role of the PRA Regulatory Interpretations Pre-screening Group, Regulatory Management Oversight Committee and Regulatory Reporting Oversight Committee to Risk and other Barclays stakeholders.
What we’re looking for:
- 7-10 years of experience in a leading banking institution, central bank, prudential regulator, or any combination of these.
- Some technical knowledge of current UK and EU Regulatory Capital and Liquidity Rules and awareness of future regulations.
- Barclays institutional knowledge, covering the manner in which both regulatory capital/RWA and liquidity information is captured and reported, including an understanding of the control framework governing the same
- A track record of dealing with complex transactions, understanding their commercial rationale and applying judgment in the interpretation and application of regulatory requirements
- Experience implementation aspects of the regulatory capital and liquidity calculations
- Strong control mind-set, understanding of the importance of a robust governance and control structure, and what that means for a Risk function
- An eye for detail and a natural curiosity to learn and challenge the status quo
- Excellent written and verbal communication skills and ability to engage with internal and external stakeholders at multiple levels and work effectively both individually and as part of a team
